Candidates who by oath swear or affirm poverty (having neither the assets nor the income to pay the qualifying fee required by law) resulting in the inability to pay the qualifying fee, may qualify as a pauper by:
Submitting a sworn Affidavit to Qualify In Forma Pauperis (which includes a financial statement);
Submitting a Qualifying Petition for Filing as a Pauper. This petition requires valid signatures of current registered voters, in the City (for city-wide offices) or in the particular District where the office is sought. The signatures must equal or exceed 1% (one percent) of the number of voters that were registered and eligible to vote in the City, or particular District, during the last (2009) General Election.
Note: The law requires that a Qualifying Petition for Filing as a Pauper shall be circulated and signed on or after March 3, 2013 but not later than August 30, 2013.
Submission of the required documents; the affidavit and petition, shall be made during the standard candidate qualifying period as shown below:
Candidates shall qualify on Monday, August 26, Tuesday August 27, Wednesday August 28, Thursday August 29 and Friday August 30, 2013 between the hours of 8:30 a.m. and 4:30 p.m., Eastern Standard Time each day, at Atlanta City Hall, 55 Trinity Avenue S.W., Second Floor East Lobby, Atlanta, Georgia 30303.
